The tropics are quite soft so I presume you may be able to squeeze a 22mm in there or a bit of light trimming/sanding. I got a 22mm one of eBay 2 weeks ago for c80 euros for my monaco. Not sure if I've ever seen a 21mm
Quick question...does anybody know where I can get affordable 21mm period tropic style rubber straps (as in the pic below) for my Heuer Autavia Diver 11063 (I have the heuer buckle, just need the strap)? Squinky on ebay only has them in 20mm and the NOS ones are so expensive!!!

21mm is rare(er) dimension (looking at the straps in general). Did you tried 20 or 22mm?
dont recall ever seeing a 21mm one, the last 20mm one i bought was here http://www.ebay.co.uk/itm/111019847844 which seemed a reasonable price.

Another option is one of Eddies retro rubber straps, reversed.. works well with the 11063 case. I'd go for the non-fat end version.. this one is the fat end, and it's a bugger to get the spring bars in. It's a 22mm that squeezes in nicely..

I've never heard of a 21mm Tropic...... I think a squeezed 22 will look better than a gappy 20....

If you go for one of Eddies 'Isofrane-esk' straps..
Quick tip.. the rubber can grip the springbar and it can pop out, especially as it's a tight fit - 22 into 21. The straps come with metal tubes to stop this.. sand the ends down so you can get access to the springbar flange, this will solve the problem.
