In order to indicate who it was, that approach would have required the attacker to try logging in on the target account and their own account in the same VPN session.

Oh yes it does! ;-) "Who's" is an abbreviation for "Who is". Thus "Who's IP" is nonsensical.
What he should have written was "Whose IP?". I.e. He was seemingly meaning to ask whose IP address it is. The correct possessive version of "who" is "whose", not "who's".

My fault for starting this, but my wife was a primary school teacher and correct punctuation, apostrophes etc. are a big deal in our house. I don’t claim to be an expert but some basic errors really grate.

As I remember, it’s a possessive pronoun and so possession is already implied. As such, you don’t need to indicate possession any other way. See also it’s and its.
