I’m pretty sure Leatherman has a multitool (rebar?) that doesn’t have a blade either.
Victorinox (swiss army knives) are developing a new model with no blades. This is on Sky News.
Now, call me old fashioned but isn't the point of a penknife to be a knife albeit with legal length blades.
Whatever next?
I’m pretty sure Leatherman has a multitool (rebar?) that doesn’t have a blade either.
Cheers..

Most of the multi tool (mainstream) manufacturers do a version without a knife.
When you look long into an abyss, the abyss looks long into you.........
The OP asks "Is this going a bit too far"?
Not if you live in Japan...see The little-known risks of carrying a Swiss Army knife.
Another article explains why market forces are making this necessary for Victorinox...Swiss army knife maker innovates.
I don’t think much development will be needed, taking the most common 91mm medium range, just omit the cutting layer off any model.
As far as I know there is one knife-less Victorinox knife, the small Jetsetter.

The Jetsetter is available on Amazon.com but not Amazon.co.uk. Probably because, in the land of the free, TSA rules are very strict...see www.tsa.gov/travel/security-screening/whatcanibring/sharp-objects.
Apparently TSA have approved the Swiss Card Nail Care.
They already have a bladeless model, so it's a bit of a non-story really.
French have already done it !!120149218_2527748354191378_6128268977322356089_n.JPG
