Well it's looking like they'll be the top 6 finishers with a reasonable chance that Lewis will be No.1, the rest IMO is a little more unpredictable.
I understand where he's coming from however it does disappoint me when statements like that are made with no follow-up solutions or ideas as to how to rectify the issue raised. Regulation stability would be one, a greater spread of finances is another (and is one that is being spoken about) however in a manufacturer championship there will always be disparity between some teams and those that quite simply do a better job than others with the resources at their disposal. That is entirely fair enough.
What I wouldn't want to see is some form of artificial balance of performance. BTCC has weight penalties for the cars that finish at the sharper end of a race and some sports car categories have power adjustments (via air restrictors) in an attempt to keep things even, it works in those series however F1 does well to avoid such activities IMO. I suppose it could be argued that DRS is an artificial form of BOP, there are also a few shared components such as the McLaren supplied ECU. Whilst such components exist primarily as a way of keeping costs down they also have a slight degree of even handedness about them as well.
