It's a refund on a purchase from me.
1) Can you access the account on line, check that all your bank details are correct both with PP and your bank.
2) If everything is good and it still won't work phone PP.

Isn't the PP account linked to your bank, so do the refund and PP takes it from your bank account?
Or pay the person with PP, which again takes the money from your bank?
How is this not already set up? As TZ's trader in chief I would have thought it was a given.

Are the accounts properly linked, I had an issue where Paypal itself had blocked my bank account from any transactions with my PayPal account.
Just had to get on the chat to resolve it
I checked my account and don't think you can add money from your account. Thats why you have your CC connected. If you don't have the funds. Any difference is charged to your CC.
Create another PP account (might need a new email - Yahoo) and send yourself a F&F payment. You will be billed through your CC and then F&F the money back into your usual account (can't refund).
I have 4 PP accounts which I F&F'd money back and forth when needed, but only use my main one now

Send someone the money by BT and then get them to PP it to you as gift, it's the only way to add funds, you can't put funds in yourself like an ordinary account.
As Onelasttime states, arrange the payment first and then PP will take whatever is required from your bank account.
