Have you changed the battery?
If so and that did not work a repacement movement might be the best way to go, relatively "cheap" and usually a DIY job.
What movement is fitted?
My dad has a very cheap, but very sentimental (visage) quartz chrono that needs a service as the seconds hand is doing its job...and that’s about all that seems to be working. I am sure I could take it to a local jeweller to ship off somewhere but thought I would see if anyone had a suggestion ? Thanks all

Bodo on here brought my 80’s Seiko 7a38 back to life. “Guy” is very good.

Thanks to you both. Yes tried battery change and it’s a Miyota OS10

New movement is the way to go, some quartz chrono movements can be stripped and cleaned but they’re never easy and I would only strip one down if there was no alternative.
Great thanks gents, I guess that’s the way to go and I can get someone to switch out. My limitations were pushed just by taking the case back off to see the movt reference

Sorry to resurrect this but haven’t had a response from Bodo. Doesn’t look like he has been online for a while. Anyone else I could contact to get this done ? I have now received a new movement so just needs replacing rather than a service. Thanks
