So, 90% sure that is writing at the top in red and it’s reasonably long so not Heart, Europe etc
70% sure it’s a female face but then Aerosmith’s Dude Looks Like a Lady was based around Vince Neil of Motley Crue - enough said!

Tusk was in 79/80 and the t-shirt is from 1990 according to the OP.

Well, the photo is from summer 1990. The lad wearing it will have been between 15 and 17 It's likely that the t-shirt is from 1990 but it could be earlier, I suppose. I just don't remember people wearing 'historic' t-shirts much back then.
If it’s a lad between 15-17 in 1990 then it sort of has to be a dodgy metal band / singer imho.
I can't decide between David Coverdale, Dave Lee Roth and Sebastian Bach. I suspect they might all have been the same person.
