Craghoppers. I’ve got a few pairs and love them.
Hi folks....does anyone have any recommendations for something lightly lined, DWR, windproof and lightweight?
Your suggestions would be much appreciated.

I've found over the years that the method that works for me best when outdoors, is layering, and that applies to both top and bottom half. Therefore, Merino longjohns and then the world's your oyster for decent water repellent trousers. You can then also use those trousers in warmer months without the insulating longjohns.
I wear fjallraven winter trousers ,lightly waxed.
Another +1 for craghoppers.
I have 4 pairs, from very light to deep winter. The 2nd of the two middle pairs are exactly what you ask for; lightly lined, surprisingly warm and waterproof. They’re perpetually on sale at walking outlets and are fantastic value for money and quality.
That said, all the brands do something similar.
PS I am wearing them now; I did look for a label with the ‘model’ name for these particular trousers and there isn’t one! But they’re black, slightly rustly due to the waterproof material and have an almost imperceptible microfleece lining which is incredibly warm. I have other pairs with thicker fleece linings which can only be worn on arctic walks.

I bought some Kuhl trousers from go outdoors and find them very comfortable.
Regatta do various options that are decent and generally available heavily discounted.
I have been wearing some Mountain Equipment Ibex from go outdoors all winter, more expensive than craghoppers but I’ve been very impressed.
Rohan, Dry Requisite Trousers, lightly lined Fully waterproof and not bulky. Not cheap but you only need one pair and they'll last you for the next 20 years! Cheers, John B4

I have Marmot Highland softshell pants for hiking. They're good to ~0..-5C on their own. I like them because of they are slim fitting. Expensive though.
Craghoppers or Rohan I have both.
Rohan do a lighter pair and a heavier(warmer pair).
Another vote and recommendation for the Rohan trousers.
My legs don’t really feel the cold so the lighter Dry Requisite suit me fine and the windproofing keeps me warm enough. They’re extremely comfortable to wear, smart to go anywhere in and have excellent waterproofing. They’re also loose enough for thin thermals underneath if it’s particularly chilly out!

winter I generally use paramo velez trousers with just boxers underneath, they're waterproof providing you don't sit in a puddle don't rustle like normal waterproof and the breathe quite well with good vents, from around October to march they're perfect for the uk for me

I've spent far too long looking at this recently. I have a pair of Craghoppers which are great, very wind resistant, tough, not too heavy, but they are only shower proof and if you're caught in really heavy rain you don't have long until you're soaked through.
Trying to find properly waterproof trousers that weren't overtrousers, and weren't horribly expensive, was tough. I've ended up with Rab Kinetic Alpine trousers and they're superb. They're incredibly lightweight, almost worryingly so at first, but they've proven very tough and waterproof to a much greater extent than my Craghoppers. I've worn them down to zero centigrade while walking and never felt cold, but I wouldn't want to pause for long in them in that temperature without a base layer as well.
