I think you'll struggle to find what you are looking for.
My understanding is that PADI instructors have to be registered with a dive centre to deliver the courses and certify divers.
Padi will charge a course registration fee to the centre / Diver master so that the course is recorded with them and they don't miss out on the registration fees.
Most sports governing bodies work in this or a very similar way to ensure financing, and maintain a minimum level of course fee.
Have you considered joining a BSAC club? A much cheaper way to qualify and some would say the training is better than PADI. Horses for courses I suppose.
I am a PADI staff instructor and BSAC instructor. I have a load of PADI training packs and materials to give away and I’d like them to go to a non-commercial, preferably a charity.
