Don't have any garmin device but seen lots of reports saying that the whole Garmin Connect service is down. Not just for smart watches but also other fitness devices like cycle computers.
For cycle computers some folks have been able to upload their activities to Strava via usb cable to their PC.

That explains why I can't upload my ride to Strava via Garmin Connect.
I've just gone on to Strava & uploaded it directly from my Garmin 520. That worked fine.

Noticed this yesterday after finishing a run. Didn't upload to the app, it just mentioned down for maintenance. Thought app was getting an update and i was just getting close to finishing a challenge as well.
I also noticed something amiss yesterday. I assume my Vivoactive will just store my activities and data for some reasonable length of time until they get it back up again?
That's annoying. Fortunately most Garmin devices can be hooked up to a PC so you can get your track off a watch or bike computer via a USB cable, for any Strava users who might otherwise be relying on a transfer from Garmin Connect.

I have my Garmin linked to my private health provider who has various bonuses linked to activities. They emailed today and are taking appropriate actions so no one loses out.
If I was still concerned, which I am not, I have Fitbit and Polar as backups.
