There's an ebay seller listing thousands of vehicles with no location and minimal description, what this all about. I don't believe this seller owns all this stock. Are they scraping other sites and trying to get some sort of introduction fee?

It traces back to a dodgy location that makes you think maybe you should back off. I may be talking Eastern European security services involvement here.
I thik the plan is to find the one-in-a-million sucker who actually does send the money.
Been at it for some years. There is a small army of people who make a point of reporting the listings as fraudulent and they are subsequently removed. Then, some time later, they are back.

Hmmmm, and if you sort the list by highest price there's loads of stuff with loads of bids, £65,000 really weird. Not even subtle as a scam.
It is someones elses account. They have been Hacked, probably dont even know yet.
Do people really still use ebay ?

Money Laundering... advertise something on auction, it gets bid up well over it's real value, buyer "makes the payment", seller has a legit source for the income of cash they have received.
