I sometimes wear slim fit jeans.
I've a 32 inch waist and 31 inch inside leg (at least, that's what the label in my jeans says today), so not fat, but I'm not skinny or slim.
I'm also 5' 9" and a pair of my slim fit jeans that I really liked vanished - My wife insisted I'd obviously thrown them away and my skinny, 6' 3" son (who moved into a rented flat earlier in the year) swore blind he didn't have my jeans, reasonably arguing that my fat waist, short legged jeans would look ridiculous on him.
Then, one evening, he came around for dinner and what was he wearing...? Oddly, neither the leg length or waist looked off and once we identified they were, indeed, my missing jeans, he remarked that they were his favourites!
Anyway, after that rivetting tale, the answer to the OP is 'because there's a market'...
The US is famed for people so fat they need to be hoisted into bed, but a trip there will show that it's the middle ground that is vanishing, there are skinny or athletic people and there are obese people, but there's not that many 'average' people any more.
Perhaps the same is happening here?

Levi 501 for me. 30 inch waist and 34 inch inside leg. I’d be lost if they ever discontinued the 501 range.
