plus 1 for drbill I have used Wesley and the team for a service on missus watch , never had a dial refinished but I know he is very highly thought of within the trade.
I think the OPs understanding of the dial refinishing process is a bit limited! As far as I’m aware it isn’t feasible to just ‘touch up’ part of it, its a printing process that has to be done from scratch. I've had several refinished by D. Bill and generally they've been good, but in many cases it's impossible to accurately replicate the original finish in every detail. I would only advocate having a dial refinished if the original is in poor condition, it usually alters the look of the watch and they don’t always look right. A sharp freshly refinished dial looks wrong if the watch case is all battered and the hands are no good, the overall appearance of the watch has to work together.
When buying watches for myself, or as fixer uppers, I generally avoid anything with a mediocre dial, it’s the one part of the watch that has to be right for me thesedays.
Nah, it's nothing like restoring a vintage or valuable piece - just looking to change the colour of a dial for my own personal tastes.
Thanks for the suggestions so far. I've emailed a few others via a Google search so hopefully I find a satisfactory solution.

… but he will not remove the dial from a watch … he only works on actual dials and it's the customer's responsibility to arrange removal and reassembly
He's re-dialled two of my watches including repainting an Omega for my sister … repainted black and original Omega batons re-applied

He already turned me down. Said he can't repaint numbers, something about being very expensive and really need pad printers that the manufacturers use.
I've been in touch with D R Bill and they quoted like £72 to paint sub-dials. So I'll be trying them out. Will report back when done.
Here's the result of the dial repaint. Just got the dial back today and pretty pleased.

So just to clarify you took the Panda out and had the white dial refinished ?
