Plenty of publicity encouraging people to register and lots of ‘last minute’ registrations.

I'm certainly curious as to why you think this is illegal, who you think should be fined, and what they should be fined for. Surely in a representative democracy, everybody should be encouraged to vote?
I think it's illegal because on the form that the council send every year to complete the electoral roll it states that not registering can result in a fine (up to £1000 I believe).
The deadline for that is ~31 October (depending on council). Why weren't those who didn't do this (seems to be millions) at the time fined? Possibly didn’t register because they want to keep under the radar for whatever reason.
Yes people should be encouraged to vote but it's a requirement to be on the electoral roll all the time not just when an election looms. I suppose some folk may have a legitimate excuse (have moved etc.) but most probably couldn't be arsed.
