I think IPA (or Isopropyl alcohol) is commonly used as an optical cleaner
Not at all abrasive and certainly one of the milder solvents
I’d try that first

Is the scope gas filled?
The cross hairs are very delicate.

Depending on the scope it will be gas filled and lenses coated. I have a Swarovski and wouldn't do anything DIY on it.
I wouldn't recommend dismantling a scope.
Started out with nothing. Still have most of it left.
If it is from one of the big three - Swarovski, Schmidt & Bender or Zeiss - send it back to them.
Otherwise try Paul Burke, based near Birmingham - Google “Paul Burke repairs” and you should find his contact number.
