Why are you asking? Are you hoping it's worth some money?
Does the fact that the НКВД was dissolved in 1946 help you decide?
I'm on the lookout for the LE of Black Bays issued for Henry VIII's 50th birthday
"He held a series of senior posts in the NKVD, the Soviet secret police, and was the most trusted henchman of the NKVD chief Beria. As head of the Investigative Directorate of the NKVD from 22 December 1938 to 4 September 1939, he was one of the major organizers of the political terror. He subsequently headed the Economic Directorate until 1941. During World War II he played a large role in the deportation of several ethnic minorities from their native lands, for which he was awarded the Order of the Red Banner.
"When Beria fell from power, Kobulov was arrested along with his boss on 27 June 1953; he was convicted on multiple charges, including espionage, and sentenced to death and executed on 23 December 1953"
Well, the watch is not responsible for the crimes of its owner or the person whom it is named after.
It is most unlikely to be his personal watch, but perhaps not impossible.
It's far more like to be a more modern watch made in the memory of this chap.
But without seeing pics we can't be sure.
To upload pics you'll need to upload them to a picture hosting service and then link to them from here.

We aren’t going to be able to see the contents of your hard drive. You need to upload the pics to a hosting website like imgur.
This was a link to your local hard disk. Instead you need to upload the picture(s) to an Internet hosting facility and then link to that.
I believe that https://photobucket.com/ is a popular one but I've not used it myself.

Close enough!

Slava watches
From Wikipedia, the free encyclopedia
SLAVA for men, made in Russia, 21 jewel gilding series 20.
Slava (Russian: Cлава, meaning "Glory") watches were classic "civil" Russian watches. The Slava factory (known originally as the Second Moscow Watch Factory) was the second non-military watchmaker established in the Soviet Union, in 1924. The watches of this brand have always been intended for civilian consumption, without military or aerospace pretensions.

^^^ Ah, I reckon that is a reasonably modern Slava (possibly even Chinese-made, not sure) with a dial that is simply intended to commemorate Bogdan Komulov.
It's worth £10 or so, I'd guess.

I think that I choose not to believe that anyone genuinely supposes that an automatic day date with English writing on the dial has anything to do with someone who died in 1953. What rubbish, both the watch and this thread.
<shrug> There's always someone who wants to commemorate the worst of humanity.
The commemorative dial printing looks poor, as if it was added after the watch was made. Could be a semi-amateur short run for particular supporters of the NKVD and Bogdan Komulov. I am certain that such people exist.
Hi Jake. It's a late 70s/early 80s model Slava so about as genuine as Stalin's Casio F-91W. The movement in yours is pretty cool though - it's a Slava 2427 double-barrel which was one of the more advanced Soviet movements of the time but it did have a rather poor reputation for reliability.
....and the russians used english on their watches :D
NO , I GOT IN A JOB LOT WITH LOTS MORE WATCHES , BUT CANNOT FIND ANYTHING ABOUT THEM , EVEN ON GOOGLE IMAGES.https://imgur.com/l6MsYxc
