Sounds like a misunderstanding from a poorly researched YouTube channel.
Would make no sense, as you could take a quartz watch and shrink the dial until the hands go to the edge.

At 6:42 this text comes up.
"At first glance, Caliber 9F looks like a mechanical watch, because the hands extend right to the edge of the dial, something that is not possible in a normal quartz watch."
Could somebody please explain why this might be true.

Yeah, they've just pulled someone else's list and tried to pad it out with info they don't really understand.
Quartz watches, especially older movts. didn't sport enough torque to be able to run a decently sized (heavier) seconds-hand, as some of the Grand Seikos have. But its more of a marketing statement than anything else. Its not that difficult to go around this predicament.
Thanks chaps, it did sound like a load of tosh. Or like you say a bit outdated.
