Hi, as above. My mother in law is moving house and needs to buy a new TV.
She will have no broadband or internet to speak of, so a non-smart TV is needed.
Size around 43".

Just because a TV has smart features you don’t need to use them. Some good deals at Costco of late but most modern TV’s will have smart features built in.
But I would be guessing you are paying more BECAUSE it has smart features.
It’s akin to buying a top of the range car (and paying considerably more) and then saying you don’t have to use the features.

At the risk of sounding paranoid I'm more concerned about what the net firms and other hackers might use the smart features for.

Not necessarily so. It's cheaper to build every TV the same & just inhibit certain functions to produce what seems to be a cheaper/lower spec model. I believe Tesla do the same with their cars; the batteries are same but the lower spec models just aren't allowed to access all of the power available.
You will be hard pressed to find a new TV that doesn’t have smart functions but as previously stated they won’t work without an internet connection. You could always buy an older/ secondhand model via AV forums as many sellers have transferable warranties on their sub 4 year old TV’s.

That Panasonic from AO looks really good, if its not for a home cinema (ie doesn't need 4K or HDR) its probably exactly what you want.
If you want a higher spec, you'll likely need to go for a Smart model. I share your thoughts, I hate it, but if you don't connect it to a wifi network it cannot do anything. They have been known to spy, record, etc so these opinions and suspicions are not unfounded.
