That's the one. The SRBs were transported by rail from manufacturer to Kennedy Space centre. The rail route had tunnels that set the max diameter. Tunnel size was defined by rail gauge. Rail gauge by standard cart size etc right back to the Romans. I have actually seen the argument taken a little further resulting in SRB diameter being defined by the width of a horses backside!
