My PS3 is on its last legs - what modern device can I replace it with?
Needs to:
* Record TV (freeview)
* Bluray
* Stream services (netflix, amazon prime)
* Plex
I was waiting for the xbox one s because that was going to have a PVR but it was cancelled - so is there another device out there or am I building a HTPC or simply buying two devices (Bluray player plus media device).

I moved to PC gaming when the ps4/xbone came out. Never looked back. Should be able to do everything you want.
I don't game - the PS3 has been an excellent all in one media centre which is why I'm a bit stumped on its replacement.
The PS3 records with an add-on which is why I've been using it. I could buy a new Ps3 but I was hoping there was a more modern replacement.
Couple of options come to mind, although I'm not sure how viable they are for you:
PS4 Pro recently released, or
PS4 Slim original PS4 in smaller case and cheaper.
Small PC with BluRay drive, playback only will do

None of the 'next gen' consoles will do what you want. The Xbox One S is the nearest but doesn't have the facility to record Freeview - it does have HDMI in, for you to slave an cheap Freeview recorder too, so technically you'd be using one device to control everything.
I'd opt for an HTPC, with Kodi, rather than Plex.
Well - I can do all of those but not in one box.
Recording TV - Sky Q (expensive but ridiculously easy to use - a 5 year old can do it)
Blu Ray - Blu Ray player (or PS3 or PS4 but dedicated is the best - no noisy fan)
Streaming - Lots of choices here: Sky Q has some, Smart TV has some, PS3 and PS4 both have some and we've a Chromecast so can stream direct from phones, tablets and laptops over WiFi
What can I say - I like the ability to do pretty much anything.
If you MUST have a one box solution then a home theatre PC is probably best although, for flexibility, a TV with attached hard drive and a Chromecast (to work with mobile devices) would not be a bad option either.
