This is the second one marked like this that I've seen, the first was 054/77.

I would say the markings are genuine, small order for a Foreign military most likely.
The absence of NATO Code 6645 was probably deliberate if the procurement system
didn't require it or could not handle it.

As RABbit pointed out the hands and crown are wrong when comparing it with a standard
CWC W10.
