I think you've kind of answered your own question - they're available, but at places/prices you don't want to buy. I assume they've lots of stock as they're easy to sell to.

Oh so is that what it is at 2 o'clock? I thought it might be a screw down chrono pusher, but a helium escape valve does totally fit with it not actually being a chronograph.

It says it has a chronograph movement. Where are the registers? If it's a central minutes totaliser then that's really something to announce, but the hand looks like a seconds hand.
