Should I soak it for a given amount of time, or rub it in and rinse off... what do you think would be the best method?

Yep, £130 for my dial, but the first one was wrong so they had to redo it. Get them to send photos to you before they send it back to you, if you do opt for a redial.
STS will do a great job on it; I have an f300hz (not a Speedsonic though) which was pretty much beyond hope, now it looks like brand new.
