Some ISP's will install a phone line as part of the installation (at no cost), assuming a phone line can be installed.
The domain in you screen grab was only registered last month, it does resolve to a website with a copyright stamp of 2021 on it... not got time to look into it further, 100% scam though.

I pretty much agree with this. I have used the dell outlet for years and last week picked up a new Pc for my parents, 10th gen i5, 16gb ram , 256SSD + 1Tb SATA for £400 all in.
