they can be found in online dealers but shop based dealers are much more prevelent on the continent, especially greece for some reason.
I worked with a few Dutch and Belgian guys who wore them but I think that was because of Festina's cycling connection. My local jewellers used to sell them but I think they stopped because they never really sold well.
They are readily available on this side of the channel, so he may be better off holding out until his summer hols if he wants to see one in the flesh.
In germany u can buy festina almost everywhere. Saw lots of them, but in my opinion u can get much better watches for the same amount of money.
