To be honest. A dial and hands job is not difficult and should take an average watch smith about 30 minutes to do. So maybe get some quotes locally.

If its just assembling, I'll do it for € 20,-- ex shipping.
Including complete overhaul/service it is € 50,--.
This is just for the work. Parts etc not included.
