    So if he wasn’t auctioning it off in Austria and was just bringing the watch package with him on holiday as a personal possession, he wouldn’t have to do anything…or would he still have had to declare it?

    I think the article was badly worded here as the journo probably understands little about VAT and import duty. There's no way the full value of the watch would be chargeable anyway. The €26k, if accurate, could have been VAT at 19%, valuing the watch at about €137,000 ex VAT. Still on the low side, but a bit more plausible.
