You could book a pick-up service with the courier? They go to his place, pick up the watch and ship it to you.
Suppose he doesn't want to ship abroad because of not wanting the risk and the hassle of filling tax/customs forms. With a pick-up, the risk and responsibility is on you and that should solve it?
Someone who lies about the little things will lie about the big things too.
