I think it may be genuine - you do see 1940s Rolexes with that style of Roman and marker dial.

The dial gives me an uneasy feeling. It may well be a genuine Rolex (Precision?) with a refinished dial but you'd need an opinion from somebody who knows more about these - perhaps Mike Woods? If it's a redial you may pick up a replacement dial from somewhere like the Vintage Rolex Market but may require a bit of patience.
