Could anyone please help
I bought a panerai 00233 April 2014 and it's just developed a winding fault on the 8 day mechanism it's very stiff and stops winding at a certain point on the wheel.
I bought it from Germany brand new but I have no idea of where to take it to for warranty repair or service could anyone please point me in the right direction as my internet search has proven futile.
All advice greatly appreciated.

The dealer in Germany maybe? You could perhaps call them and ask for advice.

wempe still don't do the in-house movements, they can do the cases and the old movements and they're great with that
i don't have the number but in the worst case scenario that things do go bad, drop me a pm as i should be able to help

they will ship to Panerai if needed
In the US at least, you can take the watch to any Panerai AD and they will ship it to PASC. Since I bought a watch at the AD and they knew me they paid for the shipping but I guess if they don't know you they might ask you to pay for that --but they should still assist you.
I sent mine back through Goldsmiths. Not cheap or quick !!!!
