So many great scenes in so many great movies, most of which have already been mentioned.
I'll single out the 'Danny Boy' scene from Miller's Crossing which is stirring stuff, and the first 20 minutes of 2001 which was just amazing at the time and still is. Both have something to do with the music.

The scene in Forest Gump where his Mother is dying really gets me EVERY time.
The William Shatner scene in Airplan 2 when he's talking through the TV screen.
As previously mentioned, Ip Man fighting for rice - best Kung fu film I've ever seen.
Alan Rickman won't count to 4 in Die Hard.

Oh, and "will everybody stop getting shot" from Lock Stock I can remember laughing so much I the cinema it gave me hiccups.

Watching Frank's (Dennis Hopper) mood slowly getting more murderous through a song that obviously has a deep rooted meaning to him.
Dean Stockwell's campy Ben and the all pervading sense of menace really makes it for me.

The scene in Batman The Dark Knight where the Joker makes a pencil disappear. One of my favourite bits in the film for it's dark humour. Actually, many of the scenes with Ledger as the Joker were very good IMHO.

The "Your move chief" scene between Robin Williams and Matt Damon on the bench in Good will hunting is a real contender from one angle.
But to pick "Best scene of any movie" is a massive ask...

The Games Lesson from Kes
1. The final scene in Shawshank Redemption where the cameras pulls out as Red walks along the beach towards Andy.
2. Casino; when Nicky Santoro finally gets beaten and buried in the desert.
3. The flyover scene in Blade Runner when Deckard has been 'called' to the station. In fact, all the flyover scenes.
4. Fast Times At Ridgemont High - Phoebe Cates getting out of the pool - watched that one a few times!
5. Munich: The depiction of Operation Spring Of Youth. Fantastic.
That's just 5 of a myriad.
I laughed my head off at the overly aggressive police officer in the drunk driving scene. The scene with Ralph Brown as Danny explaining the Camberwell Carrot and bald men being uptight is another superb scene. Great film.
Ralph Brown pretty much played the same character (albeit with a different name) in Wayne's World 2, he was brilliant in that too.
Another on I find hilarious is the 'bag head scene' in Django. Even the way the scene is cut is fantastic with a great end.
