One more than one makes a collection in my opinion.
Whatever you like. I guess more than 3 or so is considered by most to be a 'collection'. But don't get hung up on a definition, just buy what you can afford and enjoy :)
I've got 8 watches, but it's definitely not a collection.
I don't collect watches.
That's why anything I don't wear gets sold.

One isn't, two is a pair and three might be the start of a collection. But serious collectors would smile at that number ;)
A collection is one more than you need and as you only need one watch really two or more could be considered a collection.
