The one thing Clarkson is not is a moron.
He may play the buffoon but it's an act. I'd like to see more of the serious Clarkson on TV, e.g. the documentary he did about the arctic convoy disaster, but as long as he's making an astonishing amount of money (and having fun) playing an idiot I suspect he'll carry on.
