A new lens/ glass won't cost much, so easy to get someone to do it, or have a go yourself.

Nice simple automatic movement , I've a few of them myself, different models.

Take the watch around to your local watch repair shops, you might find some one to-do it with out charging a fortune.
Down here it would cost £80 or so.

Done loads of these, undo the nuts holding the back on, pull the hand setter off and unscrew the winder off & it will all become clear then.
Nice job, I've done a lot of those in that condition, people leave the crowns out & go swimming in them.
Bezels are available , it just tidies them up, and it looks as if someone cares.
Can you explain a bit more about the dial and hands, as there are many types of luminous paints , dials and hands, a picture would be great.
The watch is'nt that old so the lume should still be good...
